Positive Behavioral Interventions and Supports (PBIS)

Northumberland County Public Schools has a Positive Behavioral Interventions and Supports (PBIS) system in place. The goal of PBIS is to work collaboratively with families and the school community to create and maintain an effective learning environment by establishing behavioral supports and a positive school culture needed for all students in our school to achieve social, emotional, and academic success. PBIS is not a curriculum, program, or intervention but is a framework that guides academic and behavioral practices and interventions for improving student academic and behavior outcomes for all students.


Research supports that a PBIS system, implemented with fidelity, effectively reduces classroom disruptions and student suspensions through a schoolwide, systematic, tiered-intervention approach that leads to increased academic achievement. 


Schools that establish systems with the capacity to implement school wide PBIS with integrity and durability have teaching and learning environments that are


  • less reactive, aversive, dangerous, and exclusionary and

  • more engaging, responsive, preventive, and productive.


In addition, these environments are more effective and efficient in their capacity to

  • address classroom management and disciplinary issues (e.g., attendance, tardiness, antisocial behavior),

  • improve supports for students whose behaviors require more specialized assistance (e.g., emotional and behavioral disorders, mental health), and

  • most importantly, maximize academic engagement and achievement for all students.


Each school sets their schoolwide expectations and Tier 1 supports. The expectations are clearly defined for each of the common areas or times throughout the school and are systematically taught and demonstrated. Students are frequently recognized and appreciated for following the expectations to reinforce the positive, appropriate behaviors.  Recognizing students for following the expectations reinforces student’s that already engage in the appropriate behaviors, as well as models to other students that appropriate behaviors are valued. 


For students who are struggling to respond to Tier 1 and need additional supports to engage in appropriate behaviors, Tier 2 and Tier 3 interventions are identified and developed by the PBIS school teams. These small-group and individualized interventions are designed to provide intensive or targeted interventions to support students and are designed to help students learn the skills to engage in appropriate behaviors. The amount of students needing Tier 2 or Tier 3 supports should be very small.
